Purpose
The Heard County Board of Elections and Registration functions as the Election Superintendent of Heard County. The Board also functions as the voter registration authority and is in charge of conducting absentee voting for all elections on the county, state and federal level.

In addition, the Board provides the municipalities of Heard County with a voter list for all municipal elections.

The Heard County Board of Elections and Registration has entered into an agreement with the City of Franklin, City of Ephesus, and the Town of Centralhatchee to conduct their elections. The respective cities are responsible for qualifying candidates and maintaining required ethics paperwork. The Board conducts absentee voting, hires Election Day poll workers, posts required election notices, and certifies the election.

The next regular meeting of the Heard County Board of Elections and Registration has been rescheduled for July 17, 2024 at 2:30 PM.
The Registration Deadline for the November 5, 2024 General Election is October 7, 2024. This is also the deadline for name and address changes.
Absentee ballot applications for the November 5, 2024 General Election will be accepted beginning August 19, 2024.

The deadline to apply for an absentee ballot for the November 5, 2024 General Election is
October 25, 2024. No absentee ballot by mail application will be accepted after that date unless the voter is confined to a hospital.
REGISTER TO VOTE
EARLY VOTING FOR THE NOVEMBER 5, 2024 GENERAL ELECTON:
October 15 - 19 8:30 AM to 5:00 PM
October 21 - 26 8:30 AM to 5:00 PM
October 28 - November 1 8:30 AM to 5:00 PM
All Early Voting will take place in the Elections and Registration Office in the Heard County Courthouse.
CALL FOR SPECIAL ELECTION TO THE QUALIFIED VOTERS OF THE CITY OF FRANKLIN
Notice is hereby given that, in accordance with the Charter for the City of Franklin and O.C.G.A. 21-2-540, a Special Election shall be held in the City of Franklin, GA to fill the unexpired term of City Council Post #1, Robert S. Hilton, resigned.

The Special Election shall be held in conjunction with the General Election to be held November 5, 2024. Polls shall be open from 7:00 AM – 7:00 PM.

Early Voting for the Special Election shall be held in conjunction with Early Voting for the General Election, will begin October 15, 2024, and will end November 1, 2024.

Qualifying for the Special Election shall be conducted at Franklin City Hall (144 Davis St Franklin, GA 30217). Qualifying times will be as follows:
July 29, 2024 8:00 AM to 5:00 PM
July 30, 2024 8:00 AM to 5:00 PM
July 31, 2024 8:00 AM to 12:00 PM
The qualifying fee shall be $90.00, payable by check, cashier’s check, money order, or cash.

All those desiring to vote in the special election must be registered to vote before close of business October 7, 2024.
